Frozen Brilliant White is, as the name suggests, the matte version of BMW's Brilliant White metallic paint. A more 'off-white' due to it's metallic flake.
Interestingly BMW lists two paint codes for this paint but rather than releasing a second iteration of the paint like we've seen with other colors, both are just named Frozen Brilliant White.
